Edit to clear up confusion: Casey gives 10 invite codes to members of the Ravelry Welcome Wagon group, but there aren't plans just yet to issue invite codes to all Ravelry members. I should have said that before, sorry.

I've got a friend who'd been trying to get into Ravelry for a while. I don't remember if she ever got an account yet or not. Let me ask her first, then I'll know if I need to get a code for her or not. (I'm already a member, so no worries there.)
