But I think I'll get what you were describing if I do one knit stitch with the yarn over (making two loops from one), and then knit two together (making one loop from two). And that will preserve the number of stitches.

I don't think this will quite give you the eyelet pattern called for. Instead of giving you hole, stitch, hole, stitch, it will give you hole, stitch stitch, hole, stitch stitch (although you do have multiples of three so it would work out). It also won't give you the extra-large eyelets in the border. It's hard to tell without the whole pattern, but I think what you want to do is:

1. You're doing a K row so your yarn starts at the back of the knitting. Bring the yarn forwards as if to purl, then wrap it around the needle anticlockwise and bring it back to the front.
2. Knit the next two stitches together.
3. It will appear as if there are three new stitches on the needle!
4. Repeat. When you turn your knitting, when you come to the looped double stitches, just knit into the first one and pull the second one off behind it. (Be careful to only take off one of the wraps, not one of the normal stitches produced by the k2tog). This will produce very large eyelets - it's what you describe happening in your post above. Unless I am very much mistaken (could happen!) you should still end up with 66 stitches.

If you're not too concerned with the size of the eyelets, you could do it just the same with a single yarn over:

1. Bring yarn to front as if to purl.
2. Knit two stitches together - making two loops from two.
3. Repeat.

Then when you turn your knitting you just purl all the stitches (I am assuming it's a plain purl row).
